The Emergency Response Guidebook (ERG) 2016 was developed jointly by the U.S. Department of Transportation, Transport Canada, and the Secretariat of Communications and Transportation of Mexico (SCT) for use by firefighters, police, and other emergency services personnel who may be the first to arrive at the scene of a transportation incident involving a hazardous material.

New York State requested 135,000 ERG books from U.S. Department of Transportation, and was provided with total of 101,829 overall. Of the total number received, there were 10,000 books delivered directly to New York City Emergency Management by U.S. Department of Transportation. All other counties in New York State were provided with their own supply of books, totaling 63,800; these book allotments are for county and municipal response entities.
